Hello! My name is Cailey Locklair and I want to be your next County Council representative for District 7 in Anne Arundel County.

I believe our community is at a crossroads. Will our families and our businesses come out of the pandemic stronger or weaker? Our district needs a seasoned advocate who knows how to bring people together to get big things done. I will be your voice, with the expertise and experience to cut through red tape and political noise to make our county a better place to live, work and play.

Anne Arundel County is growing and from Crofton to South County, the people of District 7 need to be heard. That’s important to me. Edgewater is home. My parents are both veterans and even after their military service, we moved around a lot. I saw our country from many different perspectives and it influenced what I wanted in my own chosen community. I chose Anne Arundel County. I bought my first home shortly after graduating from college (after working three jobs to pay my way through school). All these years later, I cannot imagine being anywhere else.

Making a Difference


I advocate for the issues and values that make a difference to my county neighbors.  I believe lower taxes, less government interference and regulation, and the survival of local businesses and workforce make Anne Arundel County a truly special place to live and work.  Through that advocacy, people can make more individual choices, and enjoy more freedom in their lives.

Over the past two decades, I’ve gotten to know the political world, working in the Maryland House of Delegates and for a non-profit, charity organization. For the past seven years I’ve advocated for small and large businesses as President of the Maryland Retailers Association, Maryland Chain Drug Store Association, Maryland Food Industry Council, and Tri State Jewelers Association.

I get things done. With your help, I want to put my know-how and experience to work for OUR community.

I’ve always been committed to my community, working in the area and volunteering with Goodwill of the Chesapeake, sponsoring multiple Naval Academy midshipmen and with animal organizations.  While giving back is always important, during COVID it has taken on a special meaning.  As part of my professional work, I gave back to our wider community by helping Maryland businesses fight for their survival and provided them with necessary,  daily information against the backdrop of the pandemic.

A Proven Track Record


In 2020 and 2021 alone, I worked with government and retailers to provide free PPE to local businesses, shared critical information and untangled the patchwork of conflicting orders to help businesses and residents make sense of it all. I bring people together to work on the big issues – and show results. Specifically, my organizations:

  • Coordinated with Maryland’s Emergency Management Agency to assist the State in providing free face cloth masks to businesses, resulting in upwards of 30,000 requests from the retail sector alone;


  • Partnered with a national retailer to distribute 2,000+ plastic face shields over a multi-week period to Maryland businesses at no charge;


  • Facilitated the planning and sharing of informative webinars to help business owners; including a daily email with COVID updates during the first month of the statewide shutdown, which has now morphed into a weekly/biweekly email with State and local updates to help retailers manage an ever-changing landscape;


  • Maintaining a clearing house of information on the Maryland Retailers business resources webpage as a one stop shop for federal- and state-level COVID-19 information ranging from loans and grants to Executive Orders and guidance;


  • Weighed in on executive orders and plans to ensure the perspective of Maryland’s retailers was heard, and then provided compliance guidelines to retailers to keep all Marylanders safe. 


  • Actively participated in the State advisory groups for retail and tourism to reopen Maryland and worked with various counties and cities to help with reopening and planning (Howard County, Kent County, Anne Arundel and Annapolis City);


  • Coordinated public and private sector partners through weekly conversations with MEMA and other groups. 


  • Coordinated with the Office of the Comptroller to organize virtual roundtables for business owners and Maryland Main Street Directors to discuss their experiences and to share how the State can help businesses recover from COVID-19; and


  • Worked with Maryland Department of Health, State police, local law enforcement, and local health departments to adjust, clarify and/or help with compliance for executive orders.
